Cookie Scanner logic is pretty straightforward. First, the main page is scanned, all discovered URLs are stored as Level 1 pages.

Next, all Level 1 pages are scanned. All newly discovered URLs are stored as Level 2. URLs that were already stored as Level 1 are ignored since they were already processed. This is usually the case for menu links since they usually appear on all pages. 

Now all Level 2 pages are scanned and all newly discovered URLs are stored as Level 3. 

Cookie Scanner continues to scan deeper following the same logic until one of the following conditions happen: 

1. List of discovered URLs reaches the limit of your subscription plan

2. No more new URLs are found after all pages are scanned
