The IAB TCF 2.2 manages the Global Vendor List and Google Ad technology providers. The IAB TCF 2.2 sets requirements for advertisers to comply with the GDPR. Under the GDPR, cookie consent is required for both personalized and non-personalized ads. If you get cookie consent, Google Ads could serve personalized ads on your website or app. For non-personalized ads, cookie consent is still required because non-personalized ads use cookies or mobile identifiers to combat fraud and abuse, for frequency capping, and for aggregated ad reporting.

If users decline all cookies on your cookie banner, they do not grant cookie consent to a website. As a result, Google AdSense will not serve ads on your website or app.
If users do not grant cookie consent but keep a legitimate interest, non-personalized (non-targeted) Google AdSense could be displayed on your website or app.
This means you need to get either cookie consent or a legitimate interest to serve Google Ads on your website or app.
To allow Google Ads after cookie decline, you need to get a legitimate interest from website users. To do so, go to your CookieScript account > Frameworks, and check the checkbox ENABLE IAB TCF 2.2, where you will find the Allow Ads After Cookie Decline checkbox:
Check it to keep a legitimate interest, so non-targeted Google Ads could be displayed on your website or app.
Note: This option could be non-GDPR-compliant in some countries.
